THOMAS A. JOHNSON, 58, Cincinnati, Ohio, formerly of Indianapolis, died Dec. 29. He had been a budget officer 20 years for the Federal Aviation Administration, retiring in 1996. He was a Navy veteran and a graduate of Butler University.
