JOHN J. KESTLER, 70, Indianapolis, died Feb. 26.
He was chief of police 15 years for the Indianapolis Airport Authority, retiring in 1995. Previously, he worked 25 years for the Indianapolis Police Department, retiring in 1980 as captain.
