Dr. Steven Moffatt, M.D.

Dr. Steven Moffatt, 72, of Indianapolis, passed away surrounded by family on Monday, August 11, 2025. Born in Beech Grove, Indiana, to the late Norman and Phyllis Moffatt, Steve lived a life defined by kindness, service, and devotion to both his family and his community. Guided by his vision to serve those who protect our cities, homes, and lives, he founded Public Safety Medical in 1990.

What began as a bold idea grew into the largest practice of its kind in the United States, serving more than 250 agencies across Indiana and caring for approximately 10,000 first responders each year. Known as a national center of excellence, Public Safety Medical was often sought out by agencies across the country for its innovative health programs and best practices in supporting police officers, firefighters, and public safety professionals. When the practice became part of Ascension Medical Group in 2018, Steve continued as Vice President and Chief Medical Officer, remaining deeply committed to the health and well-being of those who dedicate their lives to protecting others.

In 2016, Dr. Moffatt also founded and served as President of the National Institute for Public Safety Health, a not-for-profit organization that received multiple federal grants to lead groundbreaking research aimed at enhancing the health and safety of public safety personnel nationwide.

Steve’s work earned him many honors, including the Sagamore of the Wabash in 2022, Indiana’s highest civilian award, given in recognition of distinguished service to the state. Yet those who knew him best remember him not only for his vision and leadership, but also for his kindness, humility, and sense of humor. To his colleagues and patients, he was a trusted partner and steady presence; to his family, he was a loving husband, father, and grandfather who never failed to encourage, support, and make them laugh.

He is survived by his wife, Kathy; children, Lauren E. (wife, Lindsay Boccardo) Moffatt and Spencer (wife, Brittany) Moffatt; grandchildren, Anya, Moriah, Brooks, Julian, and Elliott Moffatt; and sister, Ellen (husband, Lynn) Durham. He was preceded in death by his siblings, Glenn Moffatt, Fred Moffatt, and Norma Moffatt.

The funeral service will be held at 2:00 p.m. on Friday, September 12, at St. Paul’s Episcopal Church, 6050 N. Meridian St., Indianapolis. Family, friends, and members of the public safety community are invited to gather from 11:00 a.m. until the time of the service. A private graveside service will follow.

Steve’s life was one of extraordinary compassion, generosity, and service. He passed surrounded by those he loved, leaving behind a legacy of care for the people who protect us all—and for the family he so deeply cherished.
